Can a body be at rest and motion at the same time?

The feeling of rest and motion depends on the condition of the observer. For one observer, a body might be in motion and for some, it might be at rest. But if the observer is also in motion with same velocity as the body being observed, the body seems to be at rest. Similarly, even if the body is at rest for one person, it might seem to be in motion for the other.
